yeah, if you only have the personal (basic) account you don't have to pay anything.

EDIT: If it can receive credit cards, then the fee's tehre. I think it is the person who receives the money that gets screwed, at least that's what happened when some guy payed me.

So even if I'm not paying by cc he gets charged the fees? Is there anyway to downgrade your accoutn temporarily? The reason is he was really nice and offered to sell a pair of headphones to me at a lower price as long as he doesn't get charged the fees, since it would be a pretty substantial deduction that Paypal would take.

there's nothing stopping them from opening a second paypal account

Yes. One you have the premiere account (personal can't accept CC) all transactions take the hit.

yes, but you can't transfer it to a bank account since only bank account is allowed per account. The best way is to link the bank account to your personal account and your credit card to your premier account

How is 2.9% a substantial deduction and how is it that you can't afford the extra 2.9%? Even if the headphones were $500, then the pay pal charges would be $15.

They're going to be $580 if I include the fees I think, I don't know how it works for you but I've had to sell my other headphones to buy these and I've also had to put in a few extra hours of work a week. Money is tight for me since I had to sell most of my stuff at lower than market value.
