yes, ohms is resistance. with headphones and speakers it's variable, changes with the frequency, so it's called impedance then. lower is 'better', easier to get loud. too low and the amp sortof looses grip, the speaker will react too roughly, which is not good either.
the resistance referred to in the power rating of an amp (here the MD's internal amp) is the resistance the output is measured against. a higher 'load' is harder to push as you might imagine, so in power ratings it's best to calculate it to a standard so you can compare. as Vij said, 10mW at 32 ohms is close to 20mW at 32ohms. it's a bit more complicated than that I believe, but it's close enough.
so, while 5mW at 32ohms would be quite ok, if that 5mW is rated against only 16ohms, then that''s not os hot.
