Need some help:playback on pc via optical toslink

My speaker setup is a w10 pc/jrmc20 source which has an optical out. I don't know how to get the data to my dacs (modi multibit and geek pulse) via an optical toslink cable. I connect the optical cable to the pc and the dac, powerup the dac and nothing. Neither my control panel nor jrmc shows the optical connected device as an option. Neither mfr apparently has any tech support to speak of, and minimal user's manuals with literally no instruction on how to proceed. Any help would be greatly appreciated.

Might try updating the audio software on your PC.
Do you know the make and model of your PC's motherboard?

The pc has no internet access so don't know how i would update it, no disc drive either. And no i have no idea re the motherboard, though i could probably find it. It is a lenovo sff pc called a q190 with some kind of crappy celeron processor. Cheap but not old, 1 year?

Download the driver on another computer and put it on a flash drive, or hook it up temporarily.
 
Try selecting "show disabled devices" and "show disconnected devices" in the sound control panel by right clicking where the playback devices are listed.
 
Look for the device in the windows device manager.
 
Check settings in the BIOS.
