Here at Musician's friend you have several options below USD50. None has RCA inputs, but all sport 1/4" jacks which can easily be used with RCAs using cheap adaptors. Most have several HP outputs and separate volume controls, which can be handy.

I don't have personal experience with any of them, but for what I've heard myself of those brands, I'd stay away from Behringer and I'd probably try the Live Wire or ART options.
