I was wondering if there is a converter or cable to connect laptop to a sound bar via optical cable. You can connect sound bar to TV via optical, but laptops might not have this so I was wondering if I can buy a converter or cable. Thanks to all that respond

That is a mini-toslink-to-toslink (toslink aka optical) cable.
What you'd need is a USB-to-toslink converter. Something like this should work. You'll also want a toslink cable, obviously.

Thanks so on one end I plug it into the Sound bar via optical cable and on the other end I plug into my USB cable which goes into the Mini USB Dac?

Yes, should go laptop >> USB >> converter >> toslink cable >> soundbar.
The converter that I linked is bus powered, so make sure the USB cable is plugged into a powered port on your laptop.
