I'd recommend the Ming Da MC 84C07. Not too well known but have a search, it seems to be a great match with my DT880 600/ HD 600.
 
You can get it for 419 shipped I believe on pacific valve

Yes, check out Skylabs tubeamp review. The ming da is very good, but ugly imho :D
I can advise the Lafigaro 337/339 model, but might be over your budget

You might want to add the Bottlehead Crack w Speedball to your list.
 
I have been listening to my DT880/600 and HD800's with it for the past few days and it sounds very good : Macbook Pro > Nuforce HDP > Bottlehead Crack w Speedball
 
You can get the kit for $319 and do it yourself or buy it assembled and still make your budget.

AMB's M^3 probably has the best bang for the buck sound, (with the added benefit of rolling opamps if you're in the mood).
