My preamp is mono.

CURSE YOU ART TUBE MP! only the left side plays!

I even tried a mono-to-stereo adapter, but all that did was play the left side out of both sides - there is still no right side output! My stupid pre-amp just doesn't do stereo I guess. I never noticed it when i used it as a mic/guitar preamp for my guitar rig, but now that i'm pumping ipod stereo signal into it, believe me that's not what is coming out. any suggestions?

A mic / instrument preamp is usually mono. They are different than preamps or amps used for line level equipment. I recommend getting a real headphone amp.
