what's the best way to mount a pcb in a metal case so that there is no risk of the bottom leads touching the case?

(pimeta in a hammond)

Use PCB standoffs (these typically come in nylon or aluminum) and insulate the bottom of the case with electrical tape or something if necessary.

if it has to be as close to the bottom as possible, any other suggestions?

for the real deal commercial grade solution try fish paper.Cheap,high breakdown voltage,easier to use than most solutions and in fact is probably in a lot of you consumer gear and you don't even know it

High voltage electrical tape that is fairly thick.. make sure you dont have any sharp points on the bottom of the board that may make their way thought the protection.

That fish paper looks cool.

Well if you use the Alps BLue velvet pot or even one of the cheaper ones
you can use them to secure the panel. They provide a real good grip. IMHO there is no need to use extra mounting hardware unless you're not board mounting the pot.
