For some odd reason, every time I open Itunes its volume bar is set all the way to the right or, its loudest level.

It used to open with the volume at the mid-point.

How do I get it so that it opens at this level again?

I keep forgetting its there after I open the app and I nearly blow my eardrums everytime I put on a tune

Try sliding the volume bar to the mid-point, then quit iTunes.
At least over here that does the trick, as iTunes remember the position of the volume bar next time you launch it.

Unfortunately I have tried that numerous times-but to no avail.
It insists on staying all the way tot the right.

Any other suggestions?

Strange! Seems like you have some preference/setting corruption.

Depending on you OS I would reset settings and see if that gets it going again.
On Mac OS X I am quite sure the volume settings are stored in the com.apple.iTunes.plist file. Back up the file, quit iTunes and delete the file. Launch iTunes to see if it works as expected this time.

No idea about MS Windows, if thats what you are running.
