I don't think you're going to get much of a META42 for $100, unless you DIY. On the other hand, you might be able to get a basic CMOY for $30. You could definitely build one for that. Check Tangent's pages ->

I've heard good things about the Boostaroo. Especially since it fits in your $30 price range.

Seriously, though, even $100 doesn't account for "most" of the headphone amps out there, let alone your plea for a $30 one. Most are a lot more than $100. It's wrong and it's horrible, I know, but that's how it is.
