is it ok to use a 30 watt amp to drive a 32ohm headphone?

I think it is OK for the Amp. But KO for the headphone.

with a couple of resistors and a switch no problem and perfectly safe for both the amp and the cans.
All you need to do is pad down the output with four resistors and use the switch to kill the speakers when listening to headphones.
In fact,some headphones actually can require the extra V/A capability provided by a true power amp due the thier being designed for studio use originally where a resitive matrix as described above was used on the studio monitor amps for headphone monitoring.
dedicated headphone amps are a relatively new thing
