I just picked up a Samsung A927 slider cell phone which has the 3.5mm jack.
Looking for the best (decent) in earphones (with mic) in the $15-$20 range

That budget kind of limits you to MEElectronics "P" models. You should be able to at least find the M6P (budget over ear) or M9P (budget normal) for under $20. If you can find M21P (balance), M31P (bass), CX21P (neutral), or CW31P (natural) on sale they might fit your budget.
