Doubtful, given it has 2V rms listed for the headphone output.

This is why many people go with the DT990 250 ohm. The 600 ohm are more expensive AND you need to be prepared to spend some money on a DAC/headphone amp setup. If <$100 is all you can manage for a DAC/headphone amp for the DT990, you should focus on the 250 ohm version and use the extra money to get a better DAC/amp for them.

You could skip the DAC and go with the Schiit Magni 2. It would probably do a reasonable job.

Why are you stuck on the DT990 600 ohm if you can't afford to spend some on the DAC/amp? Why not go with the DT990 250 ohm? I don't think there is anyone on Head-Fi that would recommend the 600 ohm version if you can't afford the electronics to go with it.

someone gifted them to me actually lol, they were on a insane discount in my country for some reason so yea... I know nothing about headphones but i noticed that even on max volume everything sounds really quiet and that didn't seem natural for "high end" headphones so I started looking into it aaaaaaaand here I am.

Then your best bet if your budget is limited is to skip the DAC for now and buy a more powerful amp. Better to drive them properly. Buy a separate DAC one day in the future when you can afford it if you still feel like you need it.

What is your overall budget?

I own the DT990 Pro 250-Ohm and DT990 Premium 600-Ohm.
If you can get a good priced on used DT990 600-Ohm, that's in good shape and your will to spending for a decent amplifier, I think there is a noticeable improvement in the bass quality, over the 250-Ohm version.
 
But I might suggest for the Thread Starter to check out the Philips Fidelio series, I've heard they are somewhat like the DT990 series, but as they are only 30-Ohm, do not need much of an amplifier to drive them.
 
When I stated reading this thread, so I dug out my DT990 Premium 600-Ohm and Lady Gaga does sound nice, using my $270 NFB-15 DAC/amp to drive them.

Oops, just realized in the darkness I had picked up and plugged in my Beyer T70, not the DT990
