Do the velour pads really bring out better sound in the HIfiman he-400? or is that just placebo >.>

It's been measured as having a different frequency response.
 
Whether that is better is dependent on the listener, but the general consensus is yes.

To my ears there was a different sound after switching to velour pads.
I would like to say it is a safe bet you will also notice the difference, but you never know when it comes to our own personal listening experience.
