My DVD drive is acting up. I'm trying to watch a movie here on my desktop, but the drive keeps doing this thing where ever second or so, the video slows down and the sound is static, and it keeps repeating this, as though the DVD is continually being accessed.

Any idea on how to make it not do this?

One thing I would check is if the drive has not revert to PIO mode.
Go to the device manager (Right click on My computer->properties->hardware->Device Manager)

Go to IDE controller check the properties of the primary and secondary channel under Advance setting Check if everything is in some DMA mode for all the drives.

If is in PIO then do the following

If is in DMA your problem is elsewhere.

Some guaranteed solutions:

-upgrade your computer
-get a new DVD drive
