help! static noise

My setup currently is computer usb -> little dot dac I -> little dot mk iv se -> hd650.
Whenever I go pass about 30 there is a slight static noise and it becomes very obvious at volumes over 40.
I have tried almost everything at this point.
Deoxit on the tubes / cleaned tube pins and slots with isopropyl alcohol / tried different power plugs / tried different surge protectors / tried connecting directly to the wall / different wall outlets / tried taking out every USB port except my DAC from computer / tried using coaxial out / and more but NOTHING has solved the problem.
What I do know however is that it is most likely coming from my computer.
When my computer is turned off with DAC/AMP on, the noise disappears and is quiet until the volume is at like 90.
I have also tried connecting my DAC/AMP to my other computer and sure enough there was no noise .. (again, until volume knob was at 90).
I used to use nuforce icon hdp as both dac/amp for my HD650s (connected to computer via usb) and there was no problem at all .
Then I decided to upgrade the amp section to mk 4 se and that's when I started noticing the static . I had thought that the problem was the nuforce because when I tried turning on the amp by itself with no inputs, there was again no noise. David from littledot also told me that he thinks it was coming from the NuForce by simple deductive logic. This is why I decided to sell the HDP and buy the little dot's dac but nothing has changed..
Any help is greatly appreciated.
It's not a huge problem as it is not noticeable at all when the music is playing (except when I am listening to classical. then I could hear it at some very quiet parts) but it's just annoying knowing that the sound IS there..
