The Topping L30 II is a favorite since it's got such a low noise floor. The L50 is another great choice. For a combo the DX5 or SMSL C200 will power them well and not break the bank. Currently using an SMSL H300 and like it more than the Topping A30Pro, faster transients and drum hits sound more distinctive with volume matched comparing them.
You don't need anything fancy or particularly powerful. Despite what a lot of people here will tell you, the HD 650/6XX are very easy to drive. I regularly use them straight out of my MacBook or with a Lightning dongle on my iPhone. I have no complaints with either one, unless I want to listen at rock concert levels.
If you want something more "substantial", I like the JDS Atom, which has more than enough power to blow your eardrums to Kingdom Come. Unfortunately, I don't think JDS is available outside of the US— I don't know where you're located.
