HD 650 Help - Newbie Audiophile

I've been a music enthusiast for years, but now I want to take it to the next level. I want to get the HD 650's as those have seemed to be the best from my research, but am getting stuck on what type/pair of amp to buy. I'm not looking to spend much. I have heard about the Fiio E9 + E7, but can either one of them work alone or do I need the pair? Any other recommendations for the amps, or the headphones themselves?

What's your budget? The Schiit Magni (amp) and Modi (DAC) combo are a steal for $200, and they pair well with the HD650.
