going to buy headphone /w hi-fi headphone soundcard

Do you game or just do music/movies all the way? There is an option of say a X-Fi and a seperate desktop headphone amp for example

Like trog said, you could get a Creative X-Fi Titanium HD along with a FiiO E9 or a Objective2 (this might be above your budget), both options fitting nicely within your set budget. Aside from having a rather high quality DAC for all audio usage, the Titanium HD is currently the best soundcard for gaming due to having a complete gaming audio feature set, which is either significantly limited or inexistent on other cards. And the FiiO E9 is a desktop amplifier that can provide for enough power to help drive your DT990 250Ohm, as well as handling speakers on the side.
 
What are the listening habits of your friend? Music, games, movies?

Forgot to ask about his budget as well.
 
It could be easier if you searched for local stores that had good prices and less expensive shipping rates.
 
For gaming, those headphones are quite nice, a good sense of space as well as having a V shaped sound that helps with a cinematic feel to sound in movies, games, and even music. But I don't know what music genres you listen to, which is rather important in order for headphones recommendations to be in place.

Well, I'm not so sure you can get a soundcard and an amplifier for a 7.1 speaker set at that price with adequate quality levels. You could either get just a soundcard that powered the speakers by itself, like a Auzentech X-Fi Forte, a Asus Xonar D2X or a Asus Xonar Essence STX, or get something very cheap like a Asus Xonar DG and send the audio to a Sony STR-DH710 receiver or a Denon AVR789 receiver.

so are u telling me thats useless dont remember if she got a 5.1 or 7.1 so sound card / amplifier useless? But receiver should worth buying?

Getting a 5.1/7.1 soundcard will do the trick, and she won't really feel sound quality lacking, it's just that it might not be as mindblowing.

Any of the soundcards I listed above will work just fine. And since your friend does very little gaming, it doesn't matter much which one she gets.
