When I set 24-bit padded to 32-bit in Foobar2k it stays there, and when I Save All everything works fine and all. But once I close Foobar2k for a long time and go back to the preferences an check the little option where you select "24-bit...." it is blank and "Show All Options" is unchecked. Once I re-check Show All Options the 24-bit padded... appears again. Is this normal?

Yep, same here, its all normal, you can view the console and see that it is outputting in 32 bits correctly.
