Anyone know about this?

I've got electricity coming from the house outlets that is not grounded and there is voltage in the ground plane. It was 83VAC, but since I have run a 12ga. wire from my workbench (it's the metal shelf that is hot) to copper piping behind the walls; which toned it down to 43VAC. This still isn't good, so I'm looking to cure the cause of this, or quell the symptoms.

Thanks for reading this and any help is much appreciated.

"and there is voltage in the ground plane." What ground plane?

Don't wire your metal bench to anything or mess with house wiring as long as you don't know what you are doing. Assuming you don't want to hire an electrician to check things out, get a good book on the subject, or find a web site where you can learn about house wiring. If you live in the USA there are cheap devices that tell you if outlets are wired correctly, but fixing them is another matter.
