Make your own, it is real easy

Find another general library with the same pcb footprint that you want, open that and copy it
Then go make your own library of custom parts and add in the footprints you need as you go
Then it is just a matter of making a schematic symbol which I just make a rectangle and put the pins in the same arrangement as the actual layout but you can make up whatever you want for it

Name each pin a meaningful name and then go make the device, add in the pcb footprint and schematic symbol and just connect the pins to where they go and your done

It is pretty easy just you have to watch out you get the pins connected to the right place, I’ve had a pcb where I got the pins mixed up and it was a big pain in the ass to reroute them, so double check your pinout before saving it

If you don't want to bother with a schematic, it's not a problem, just use the packages from any library on your board.

If you do want the schematic, you'll have to do as mentioned. The QFP package for the PCM is quite hard to find; it's in the Atmel library. I like the DIL sockets in the Burr Brown library, and most of the IC librarys will have the SSOP package. Do a search for Eagle library creation
