Would it be possible to send full resolution 24/96 or 24/196 DVD-Audio stream to DAC1, or other 24/196 DACs, through toslink or coaxial cable with non-copy-protected DAD-Audio discs?

I know Windvd will only output 16/48 down sampled stream with CPPM encrypted DVD-A discs, but how about unprotected ones?

Is the case same with hardware DVD-A player?

With unprotected DVD-A you're good to go.

I am planning to buy the AIX records praised by Benchmark for its "unprotectedness":

Has anyone tried AIX records with Windvd? Is the software fully capable of output 24/192 digital stream to external dac?

If not, I have to look for a hardware DVD player to do the job. According Benchmark, there seems to be only one that's capable of the tast. It's Panasonic DVD-S47. Are there any other options?

There are expensive modded players which provide hi-rez digital output, but DVD-A is hacked in software anyway, read this thread for further hints.
The links on rarewares.org are down due to pressure of the music industry, so you will have to hunt the tools elsewhere.
