As a general rule no in terms of physical speakers, not up to 7.1.
Though Dolby Atmos software does exist which can give you a similar experience though in terms of hardware, there are AV &/or stereo amplifiers which are Dolby Atmos capable &/or supported though keep in mind whatever content you may be watching &/or listening has to be able to support Atmos, 5 channel & up or surround as well to get proper effect.
Pro audio speakers & subs or hi fi subs are the closest to your requirements & can achieve better than 7.1 for with less gear & cost far less than home theatre types as with the right speakers & sub, not to mention placement which is key, well set up 4.1 can serve well & more often than not surpass 7.1.
Give you an example, my most used set up for pc & general use is a pair of pro speakers placed on each side behind & to the side, I have another different pro pair which sit on each side in front of me, these two speakers each have an 8 inch sub. For good, added base response, I have a good 8 inch hifi sub which was the lower cost alternative but not in value to a good pro sub which cost more than I was willing to spend as well as being bigger than I could fit at the time but I digress.
Also all the speakers I have are powered, not passive.
As, I essentially have very good 4.3 surround sound.
Just out of curiosity, why are you looking for Dolby Atmos for PC?
Good surround sound on par with Dolby Atmos through multiple speakers & a good sub can achieve the same if not better effect.
When it comes down to it, Dolby Atmos is essentially a sound standard which conforms to surround sound style but an average of 30 db more than good surround sound should be & in some cases 30 to 50 hz more than it should.
