Yes to both. I haven't figured out how to get unicode to work in foobar yet but I know it can do it from screen shots I've seen. Global hotkeys are easy, they're just in the options screen.
foobar, on Win2K/XP, support Unicode by default... I don't recall ever having to do anything to enable it (and at least 3/4 of the music I listen to on a frequent basis has Unicode filenames/ID3v2 tags).
