Not really. I mean, some like an upsampling option extends the perceived sound quality but really, upsampling is more like an advanced form of warm fuzzification for the ear. Of course there's EQ's galore, which may once again increase the perceived sound quality.
I use the Algorithmix PEQ's - red and orange for colouring my audio signal. I wouldn't say they increase the sound quality at all, but they do what they're supposed to do quite well. http://www.algorithmix.com/en/peq1.htm
foobar2000 with a few dsp's will do it. Resampler, channel mixer and Dolby headphone greatly improves old bad recordings. If you search this forum there is a long thread about it that will give you the links to download and how to set it up. Resampler comes with foobar by default. You might want to try a couple of crossfeed plugins too but you won't need those if you use the Dolby Headphone DSP.
