iv been looking at possibly the C4.. but im not sure if i should just get a desktop.. is there much difference in price/quality full size vs portable?

Why are you even buying portable amp for a headphone mostly unsuitable for portable use?

i go on a lot of roadtrips. and they are usually more then 20+hours at a time. and its in a car/van so i dont have to worry about a lot of noise. and i have the ac adapter so i can plug things in. any suggestions?

This kinda scares me. Even if you have an ultra quiet car, the noise floor is still going to be at least 20db higher than your average living room whenever you are on the highway. What's the pointer of using HD700 when the noise floor is that high? You are not going to find any difference unless you turn the volume way up, in which case you'll be damaging your ears. 
 
Might as well sell the HD700 and buy IEMs.

well i mostly use them at home.. but i do go on a lot of roadtrips. this is why im looking for suggestions and if i did sell these, im pretty sure i could get more then i paid, but im not planning on it
