I want to use a photo I have in iPhoto on my Mac as an avatar but I haven't any program to down-rez it to bring it into compliance with head-fi limits. I don't have nor do I wish to purchase Photoshop (which I understand would do the job nicely).

I searched head-fi, but the info took me to links now dead.

Any ideas? Would someone be willing to help who has the right software?

You've got the right software with iPhoto.
Select the picture you want use and Go to "file"and then "export". Click the button that says "Scale images no larger than:" and change the size to what Head-fi specifies is the maximum size for an avitar. Hit the expot button.
It will save the picture in the smaller format where ever you save the picture. Import that picture for your avitar.
It's that simple.
