Best Portable Amp for HD650 in the 300-400$ range?

Hello everyone, I'm looking for a portable amp for the HD650, because I like to walk around my apartment while listening to music sometimes, and I don't like the idea of being restricted to one space while listening. I see lots of discussion on amps for the HD650, but few about portable ones specifically. Also, I don't necessarily need a DAC, the amp is what matters to me.
 
I was thinking of getting the Oppo-Ha2. Here are the specs for the HD650 and Oppo Ha-2, would this amp be enough to drive it well?

Haven't heard the but once with PM-3's so that is no help but looking at the specs 30 mW @ 300 ohms doesn't sound like a lot to me to drive them very well. I could be wrong . I have only heard the 650's on desktop stuff . Do you need it to be a DAC also?
