Best in-ear headphones, budget <50$, spoken english

Hi, I know the question sounds odd but.. anyway..
I would want to buy a pair of in-ear headphones for I am trying to seriously learn english. I am surrounding as much as I can with the language: listen to the radio, attending courses, watching tv-series, films, listening to audio books.
The only thing I am missing is a good pair of headphones that perfectly isolates you, to wear while driving the car or walking around the city. I am not comfortable yet with every word: I need a very good isolation in order to understand the speaker at my best...
 
Do you have any clues? Of course, the cheaper the better

But, I would like to mention that using isolation headphones while driving can be very very dangerous and in some places it's also illegal.  It can also be dangerous while out walking though that depends on where you're walking.  
 
With good isolation headphones and a moderate volume of "spoken English" or anything else could and most likely will make it impossible for you to hear something very important such as someone yelling "Get out of the way", a car horn honking, a swerving car coming at you, or maybe less dangerous but equally important, a small child crying for help or something else like that.

I'm only 16 and in my country you can't drive until 18 years. I am the car passanger, that's what I wanted to say
 
Anyway you're right about walking, but I think I'll take the risk as my city is not big and crowded as you imagine

Ah, fantastic   I'm sure you'll be safe walking.    I haven't tried any "isolation" headphones for under $50 but I do have a pair of Etymotic ER-4's that you can use both flanged or foam ear plugs with.  I know the foam plugs provide a huge amount of isolation.  Might search for other headphones that you can also use foam plugs with.

I found the vsonic vsd1s and the astrotech am-90 for 39$...
