Check out Sennheiser HD 202 II headphones for just about $25. This headphone does not require an amplifier (115 dB sensitivity, 32 ohms impedance).

What genres are you looking to match the headphone to? "Best bass" could mean a lot of things to people here on HF.

Are you looking for strongest bass ie basshead headphone? Or tight & fast bass for metal and rock? Quality, accurate, analytical (but light) bass for classical?

Often bass will have an effect on the midrange & treble in any given headphone because of tuning.

And I am confused about your comment about amp combinations. Are you saying if there's any good combinations of amp PLUS headphones for $25 let me know? Or headphones for $25 and how well it pairs with a particular amp? By amp, do you mean desktop or portable type?

Sorry for all of the questions. Clarifying more information up front will net you better answers. There's thousands of headphones out there.

I am listening every genre. I am not audophile (but i hate dirty bass). My total budget are 25$ and if you know any combinations (for total budget, example: 10$ headphone 15$amp or 15$ headphone 10$ amp, i mean).

@medenci8080, wow that's a tall order. I understand not all of us are Daddy Warbucks, and you don't have to spend $400 on headphones and $200 on an amp to get good sound. But in all honesty, $10 for a pair of "good" headphones and $15 for an amp is wishful thinking (SHIPPING can be more than that).

Lemme ask you this - are you really set on a pair of full-size headphone? Because for that budget range, you can get some decent KZ IEMs or something like the Koss KCS75. I'd rather have a pair of clean sounding IEMs or a pair of Koss KCS75 than a pair of crap full-size headphones.

The other advantage of considering IEMs in your budget range is they'll be easy to drive (negating the need for a headphone amp). Without having to account for an amp allows you to take your $15 amp budget and apply it to even BETTER IEMs ($25 vs $10).

You MIGHT get lucky on a used pair of full size headphones. I picked up a pair of like-new Philips SHL3300 on Amazon as a warehouse deal for $7 shipped. That's a stupid good deal, because the Philips SHL3300 sound as good as many >$100 headphones. They are an incredible value at their regular "street" price of $20 shipped, and they don't require an amp to sound good. They can be driven just fine from your cell phone or iPod.

Headphones (unless vintage) at this price point won't require an amp. Any store bought consumer headphone in that price range is designed to efficiently work without an amp.

Was just at BestBuy, they have headphones that go into the $100-400+ range, and many of them aren't very good for their price point. But at the under $25 price point expect some serious compromises to be made in sound quality. @slaterlovesspam has good advice in perhaps looking for a decent IEM or classic KCS75.
