I wonder that also. Your friend should start tossing the poop over the fence to the woman's yard. But I assume it would make problems worse.

Oddly, I think I would enjoy a neighbor like that, the payback would be so much fun. Nothing ilegal but definately fun. I never get pissed off when someone elses dog ****s in my yard, but I can see why some would. I just feel that if you have a problem with someone it is much more likely to be solved by politely talking to that person rather than calling the cops.

Don't you just love neighbors?

I am having to deal with cats constantly peeing on my balcony every day. Cat "owners" around here take zero responsibility for their "pets". They fight at all hours of the night, and crap and pee everywhere.

I will either install some kind of motion detecting deterrent system, or start setting live traps on my front balcony if the HOA does nothing about the cat issue.

Defintely check out the property issue with the Sidewalk, it may very well be that it's city property and not the old lady's.

As for dealing with the old lady:

1. Grin and bear and wait til she dies. (natural causes, I'm not advocating using a hit man.

2. Tit for tat, report her for every single minor infraction to the police and city, take photos, lots of photos, make her even more miserable.
3. Find some way to compromise, or at least get her focused on attacking a bigger "evil". Is there another neighbor that is even more annoying for her?

I don't know if that will work since the old lady likely has more time to spy/harass than his friend. I'd recommend installing higher fences and/or picking up gardening for privacy.

I recommend flipping out on this old lady. Maybe, but I doubt it, she will see what a jackass she has been and that you are seriously pissed off. Or you could just throw dog crap at her house or something to get back at her. Or just go with the hitman.

find something you can attach the lady for ( legally , there is quite always something you can enquire a person / a property for ) and advice her , very seriously ( I mean knocking her doorl for this ) that you'll get serious and legal acts on her unless she doesn't stop her rude behavior and she starts behaving normally .

Her rear yard was fenced in w/ mesh wire. It's high enough already (she got siberian husky) When I heard my friend told me about the dog poop notice. I've also suggest her to keep her dog poop in a plastic bag, label it monday to sunday and put it in front of her neighbour so she knew that my friend clean it up everyday.

I've also consider lending my friend my hsu sub and put it against the neighbours wall (they lived in row house and sharing wall) and blast it out everynight.

Personally, I don't really understand why she picks on my friend. My friend goes to work at 8.00am and going home around 6.00-7.00pm. She got a baby and a dog to take care of. That old lady just need to go to nursing house and bother the nurse.
Btw, anyone knows anything regarding putting a broken appliance outside the house but still inside the property (inside her fenced in yard) Because I think it's ridiculous that the inspector issued a warning about that.

RYCeT, where do you live in Phila? I lived in the University City/West Phila. area for almost 10 years, had some kooky neighbors at times, potholes, the boyz dealing on the corners, potholes, my spouse getting her purse stolen, me catching a pursesnatcher, potholes, getting my car broken into 3 times, but nothing like you're depicting here. However, your described antics of your neighbor remind me of some of the reasons I moved to the NH country and got some acres around me; it's easy to crank the tunes, let the dog poop where she wants, park the car in the garage, and let the good times flow. If we could only get rid of the black flies during May.

Some cities have municipal codes requiring a minimum level of "cleanliness" and order of someone's outdoor land. Check with your city.

Also, there is environmental issues and leaving broken appliances may not permitted as, it is considered garbage dumping on private property. That is also not usually permitted to use one's yard as a junk yard, unless it is zoned commercially.

I doubt the cops will give a damn if you just yell at someone, not like thats a crime or anything. Especially with her coming out of her house cursing off at you and insulting you, I think yelling at her would be in order, show her you aren't just going to take her being a jackass and bitching about whatever you do, even on your own property.

Yelling never works with those kind of people, I find the quiet cocky but polite manner to be most useful. People who act like that can't stand when you sit there and argue back respectfully but almost in a talking down manner, talk to her like she is a bad behaving child, and tell her to take problems up with you personally in mature respectful manner, tell her to stop acting like a child, that pisses them off so much but when you argue with reason they get so flustered and pissed that they give up usually or say something so stupid you just start laughing.
