Who ever that piper is, he's a bloody hero to me. Ain't nothin' wrong with the pipes! Also, if you're looking for some music along the lines of 'I didn't know that could happen' for pipes, Red Hot Chilli Pipers and Pipapelli, the later do 'wah-pyps' guitar wah-wah pedal hooked up to a set of bagpipes.

have you tried simply asking them to quiet down? or play at a different time, or letting them know in any way that this is bothering you prior to or after calling the cops?

Ah the pipes! Them buetiful melodic pipes. A more glorious sound to drown out loud mouthed neighbors who think music lovers can read their minds without a polite hint there has never been. Ah wonderful indeed.
