ASIO buffer latency important for playback?

If it is too low you'll get stuttering, noises and other weird things. Have no worries, when you have such problems it will be noticable right away.

If it is too high, the audio will be 'out of sync.' which can be troublesome when watching movies. (but in this case, buffering must be REALLY high to notice it)

Yes, ASIO allows lower latencies (great for multi-track recording and playback), but if it's set too low, you'll get stuttering as Sir Nobax said. It either works or it doesn't, so this is one area where sound quality absolutely cannot be affected.
