There's AMB's epsilon it works real nice and can be built with pretty minimal components

I’ve seen the epsilon schematic on AMB’s page before, but a more complex version.

seems as simple as it gets. Note, though, that the schematic you gave runs off 24V AC. I don't know if it'll work for DC, but if it does, I think you can probably drop the diode. you'll want a lower voltage relay since you're probably running it off 2x or 1x 9v
