No! A file ripped directrly from CD to 320kbps MP3 is far better than a file transcoded from a lossy file.

The data lost when encoding to 128kbps can never be restored.
So when you transcode a 128kbps file to 320kbps you end up with a file almost three times the size and which probably sound worse than the 128kbps source file. Aka, totally waste of time and space.
