<100USD (used device) solution for Bayerdynamics DT-990 Pro?

I just ordered DT-990 Pro (250Ohm) from eBay and now thinking about buy an amp.
 
My setup:
1) Turntable with amplifier Technics SU-3500 -> headphones (listening 40% of time)
2) PC with integrated soundcard (Realtek ALC887) -> Jamo CS5 loudspeakers -> headphones (listening 60% of time)
 
At first, I need advice, if it is better idea to buy usb DAC/AMP or just (better) AMP.
 
Then, I´d like advice which one device. Price should be under 100USD (plus minus) for used one. DIY amps should be ok also, I am quite familiar with soldering.
 
(there is a lot of threads about amp for DT-990, none of them is in same price range, none of them count with used or DAC device)

Assuming the Technics and PC are near each other.
 
Get a ELE EL-D01 USB DAC $14.29, connect the USB to the PC and the other end (3.5mm analog) to the RCA input on the Technica.

Your welcome to spend more for a DAC, but the EL-D01 is very decent for it's price.
 
Use this cable to connect the PC to the EL-D01, $1.02
(it's the same as a printer cable)

Use this cable to connect the EL-D01 to the Technics. $2.97

Or buy whatever cable length you need.
Basically you just use the Technica to drive the headphones.

If yes, problem is just about my PC output. Sadly they arent near each other, so I cant apply your advice.
How about some DIY amplifier? Will it be better sounding than commercial amp at same price?

I would think the Technics could drive 250-Ohm headphones.
I'm sure when the Technics SU-3500 was made, 250-Ohm headphone were very common for use with home audio.

At first, it was intended for both. Now I think just for PC, maybe laptop when Technics amp has powerful enough output.
