how hard are they to build and what tools do you need? If you have no tools, would it be cheaper to have one pre-assembled?

I've got the GS SRGII with the green PSU. Since the GS doesn't have any power on/off button, is it bad if I plug in the power core all the time, does it consume a lot of power?   Thanks!
