have you tried these two? they are both lightweight, foldable/collapsible, under $300, over ear, closed back, fairly neutral. NAD Viso HP50 1More Triple Driver - a lil bit more bass emphasis.

have you tried listening to Etymotic ER4XR ($280), 1More Quad Driver ($200) or Hifiman RE600S ($100)? etymotic has the best noise isolation of the bunch.

For IEM, try etymotic er4xr for around $350. etymotics are famous for superior noise isolation. You don't need an amp to drive these either. If you are buying headphones, you might have to buy amplifier to drive them. maybe your $800 budget will be split into a $600 headphone with $200 amp/dac...
