That sounds like quite the PC. The Netflix windows app certainly supports atmos, but I think the bottleneck is the HDMI output. My older PC only goes up to 7.1 audio, and since I have the shield TV that's where my research stopped. Sorry I can't help any more than that.

Yes I remember you posting this now. I have also had the 'sluggish behaviour' issue, which required reinstalling the firmware (twice), and frequently get the white screen on startup. I wonder if they are related? Do you get these issues as well?

The latest Nvidia Shield TV plays sends atmos via hdmi for Tidal and Netflix (not tried Amazon prime), and is easy to setup. However, the Tidal app interface and search is awful on the Shield, and the selection of atmos music is barely worth the effort.
