Can a bad ground damage electronic equipment?    When I connect my laptop(or others), I can rub my finger on the back of it and I can even hear the electric tension if I rub it fast enough, and it stings if I touch it with my elbow in some points. Should I get a technician to check my apparment?

I just  bought it yesterday probably, its a problem with the battery ...   I was going to use it  and suddenly , the eq light blinked purple a few times and then it went off I tried turning it on and it wouldn't I thought the battery was discharged so I charged it, and it still wouldn't go on ...
