Get a better source. What you are hearing is the noise floor of your sound card. As you demonstrated using different sources produced lower noise. So get a different source, USB dac might work well for you.

This is probably a very bad idea for the mini3. The opamps used are extremely picky and any extra inductance in the feedback will most likely make them unstable. Adding a bass boost by creating a bypass circuit in the feedback would most likely make the amp unstable.

It is called an rotary encoder. Basic idea is the microcontroller reads the pulses that it sends.

Do you have a phono preamplifier? If not you really need one before piping that table to any old amp.
