    Best portable Headhones for $400 or less

    The DT1350's aren't over the ear phones, but they fit all of your other requirements.  They block most noise and don't need  a lot of power to sound good.  They also sound good with every music genre.

    Closed vs. open wouldn't make them muffled.    The Porta Pros don't take much power to make the sound get loud.  You may need to burn them in for a few days and/or get an amp.

    The DT1350's are not hard to drive.   I ran mine straight from an old cassette walkman lol and they sounded good.  They do open up, of course with an amp, but you don't need one.  You won't damage the phones either.
