You don't need another soundcard what you need is an external amp/dac (DAC is basically an external soundcard). Best is prob. the fiio E10 which is a bit above your budget but you can't get any cheaper without hugely compromising on sound quality.

Joker, have you already heard the Astrotec AX7 and/or in the same price range the T-Peos H-100 and if so what do you think of them in comparison to the vsonic GR07 and the Rockit R-50. Also are you planning a review of the Astrotec and/or the T-Peos?
