    good choice for you will be M3 by amb lab i think, they drive headphones from 8ohm to 600 , but you need spend more then 150$ for it ;)

    & why you dont want buy 250-600 ohm? as i know it will be better. about portable amp, you can buy mini3 by amb lab for only 120$ as i know - or build your own.

    asus xonar st(x) will be right choise for you,  fiio e7 not so good as you think, it's just a cheap portable headphone amp with nothing special dac.

     yea, great for a first head amp :) btw - i'v use nichicon KZ  & panasonic FC (alumin caps) for my both mini3 & they sound great!  next diy was kumisa & now preparing for M3 + o11 :)
