I purchased a emu1212m as stated above from this member. We agreed on $150 plus I mailed him 8ft of silver wire. He sent me a priority mail box with an empty 512mb ram box inside.

Can any members suggest what action to take. I plan on calling his local police shortly.

I higly suggest to try to resolve it privately first

if you have yet done this ( try pming/contacting the seller ) and you had no results, then i would choose to contact a mod of this forum
Then , again , if you feel to do and if there's no way to solve it, you can take it in the members lounge to have the head-fi comunity support.

Anyway first try to pm/mail the seller, maybe this could solve the issue easier and quicker .

Today I received my "card" also. I got the same empty ram packaging as jhawk22 did. This guy didn't have any cards to sell to begin with IMO.
