It depends on the DAC or DAC-HPamp. If it needs special drivers (usually for high res and DSD) or runs completely off the USB power, then it might not work since the mobile devices can't supply a lot of current.
As for the iDevice, iPhone5 and iPad2 and newer all running iOS7 or newer should work otherwise - it anything some iOS5.x and iOS6.x updates lowered the output limit on the USB power when used as a host device, but they got rid of it in iOS7.
Here's an iPad2 on an Apple dock with the CCK on the sync port, working with the USB input of a Meier Cantate.2
