If there's a scratch that seems to go through both sides of the disc, is there any way to fix the CD?

deeply scratched cd's - any way to fix them?

No, unfortunately. The way to tell if a disc is irreparably damaged is to hold it up to a light. If light shines clearly through the scratch, that means that the data has been scratched away and there's no way to retrive it.

If it's a CD-R, then no way. Once the reflective layer peels of, so does the dye (recording layer) on which the information is stored.
If it's a pressed CD, then there is a very slight chance of restoring it by resurfacing the reflective layer. If the polycarbonate of the data layer is not severely scratched, then resurfacing can help. However, most often this is not the case and a deep scratch has also destroyed the data layer.
