It's bi directional. Will accept 3.5mm minijack, unbalanced RCA phono or unbalanced 1/4" TS jack. Output to balanced XLR and vice versa.

 

The first link is cheaper at $25 but not so versatile.

 

Avoid the very cheapest if possible. They are filters to remove or reduce the noise. You need transformers to 100% guarantee isolation.

 

Makes sense to buy an audio interface with balanced out when you upgrade. Works like TOSlink to isolate grounds but without the risk to SQ of doing the conversion in two different stages at two different locations without any control or feed back.

Neither use USB and  one uses RCA which is junk and the other uses 1/4 or 3.5mm which I'm assuming you're going to get the same issues with.  When I used a ground loops and isolators on separate times the 3.5 still created a hum. 

 

For $275 this is the cheapest I could find. Also has a built in headphone amp for 3.5mm that can supposively power up to 600ohm. Looking on forums most say 300 is the max. It does a good job with the 250 990's I have

Source means, sound card, DAC, anything that outputs sound. What you linked was purely to eliminate hum/distortion. To make matters worse is they will lessen the quality of the sound. The picture I showed you is a dac/amp that has dual XLR out.
