why some plugs have 3 black rings while others have two or one rings ? can someone explain ?

I'm assuming these are plugs used with headphones.

 

It's the number of channels, one channel on the plug is used for ground

One ring is mono audio, one channel carries the audio signal, the other channel is the ground

Two rings is two audio channels (stereo), plus the ground channel

Three rings is two audio channels (stereo), one channel for voice, one for ground

 

So with 3 rings you have 4 channels, each ear cup gets one channel for audio, one channel carries the the audio from the mic, and they all share the one ground channel.

 

But by the picture you show it seems these 3.5mm cables are used for camera control.
